Most carriers stop at the border and hand your consignment to a clearing agent. That hand-off is where consignments sit. JAAF prepares and files its own import, export and transit documentation, so the truck and the paperwork move as one job.
Why the hand-off costs you
A separate clearing agent means a second company with its own queue, its own working hours and its own view of how urgent your load is. When a document query comes back, the carrier cannot answer it and the agent cannot move the truck. Each side waits for the other while demurrage accrues and the driver sits at the post.
When the carrier holds the file, a query is a phone call to the person who loaded the truck.
